15-year qualification scrapped for local religious groups’ state registration

Moscow, August 9, Interfax - The Justice Ministry has proposed a bill that would scrap the rule allowing for the state registration of local religious organizations only if they have existed in the given locality as a religious group for at least 15 years.
The bill would amend the federal law on the freedom of conscience and religious associations.
"The bill would scrap the requirement allowing for such religious organizations' state registration only of they were formed in the given territory 15 years ago," the Justice Ministry said on its website.
The old requirement is at odds with the Convention for the Protection of Human Rights and Fundamental Freedoms.
"The procedure of forming and registering religious organizations will be fine-tuned and the rule requiring religious organizations to provide information each year that it continues working, which actually repeats the annual report on its activities, will be scrapped, the Justice Ministry said.
